Digital public infrastructure (DPI) is emerging as a transformative force worldwide, revolutionising public service delivery and administration across diverse sectors.
DPI has the potential to either promote inclusion and safeguard rights or exclude and surveil individuals. Therefore, a robust governance framework is essential to ensure fair competition, protect privacy, and empower users while fostering market innovation and consumer protection. This is complemented by interoperable technology and a resilient local ecosystem.
Despite its criticality, governance has been relatively understudied and undervalued in the rolling out of DPI as the technical layers have been given more importance. It is crucial to clarify that the governance of DPI goes beyond regulation and beyond the implementation phase. It can take the form of laws, policies, technical standards or operational guidelines.
Furthermore, these governance mechanisms can be, and must be embedded in all stages of the DPI lifecycle.

To this end, Aapti Institute has developed this to guide the key stakeholders of DPI through its lifecycle by outlining guiding principles and the tools to operationalise them.
The guide was developed through extensive qualitative research methods such as literature review, case study analyses, expert interactions and stakeholder consultations.
